The rate at which young people commit crime is a subject of much concern for Australian governments and public policy makers. Given the high rates of Indigenous recidivism, the only way to effectively reduce the incarceration rate is to address this from a younger age to build awareness and prevention.

High rates of incarceration and re-incarceration have considerable public health, social and economic costs, and entrench Aboriginal and Torres Strait Islander families in intergenerational disadvantage.
